Terms and Conditions for Work Order

GENERAL CONDITIONS OF CONTRACT

1. The work shall be completed within ___ days reckoned from the day of issue of  work order including period of mobilization.

2. The entire work shall be carried out by contractor in accordance with the conditions and specifications stipulated in the Quotation and as per Project Specification in the best workmanship manner and as per standard practice.

 3. Materials required for satisfactory completion of work shall be of best quality, make, grade, as mentioned in quotation and / or conforming to Indian standard specification (latest edition), wherever applicable, and approved by  our Engineer In-Charge. 

4.  Any other charges incurred by contractor but not payable as per this work order, will not be paid / reimbursed. 

5. Any damage to the Plant / Project authority property will be made good at contractors risk and cost. 

6. Relec Project Incharge reserves the right to reject the bad work / or pay for the inferior quality work at reduced rates, as will be worked out by HPCL.  HPCL's decision in this regard will be final and binding on contractor. 

7. Space for labour huts will not be provided in campus at suitable location to contractor. Contractor at his own cost shall make arrangements  for his labour huts.  The labourers engaged by contractor for the said work should strictly follow the rules, discipline, and decorum of the Plant and contractor will be liable for any loss or damage caused by them to HPCL property.  

8. Relec will not be held responsible for payment of any compensation to the labourers engaged by contractor.  Contractor will pay all compensations etc. including accident compensations due to his labourers.  

9. Implements / tools required for the work shall be provided by contractor.  HPCL property/materials shall not be used by the contractor.  A suitable penalty shall be charged if contractor fail to observe this condition. 

10.Contractor shall follow all safety rules and security procedure that are in force and applicable during execution of work. 10% of the bill amount will be retained, which will be released only after completion of work and Measurement approved by HPCL project Head. 

SPECIAL CONDITIONS OF CONTRACT

1.  RELEC will not be held responsible for payment of any compensation to the labourers engaged by contractor. 

2. The contractor shall submit the running/final bills.  These bills shall be paid after proper and thorough scrutiny by the our Engineer within one week of submission of bill. 

3. The contractor will not at any time cause or permit any nuisance on the site or adjoining areas or do anything, which shall cause unnecessary disturbances or inconveniences to the owner, residents, guests, students etc. 

4. Contractor shall obtain necessary gate pass; from the security officer. 

5. Contractor shall obtain prior permission for carrying out work on Sundays & holidays. 

6. Method of work, specification, mode of measurement and other details wherever not mentioned should be followed as per Indian standard code of practice or as per engineer in charge’s instructions. 

7. Contractor shall intimate in advance and obtain prior approval before undertaking any extra items. The rate for such extra items, if approved, will be based on calculation of existing market rates. 

8. Relec will be at liberty to cancel some of the items from the contract.  In such cases, the contractor cannot claim any commission or percentage as profit. 

9.The quality, time schedule for completion of work and well behavior with Client, and engineers of this project shall be essential & must for this project.

10.This contract shall be deemed to have been made in Ghaziabad UP and only the court of competent jurisdiction in Ghaziabad UP shall have jurisdiction to determine any question or dispute arising out of the contract. 

11.On the completion of the works the contractor shall at his own cost clear away and remove from the site all construction material, equipments, surplus materials, rubbish and leave the entire site and works clean in a workmanship condition to the satisfaction of our Site Incharge. 

12. On receipt of confirmed works order the contractor shall prepare detailed works schedule showing all milestones in order to complete the work in time and to the satisfaction of Our Site Incharge.

13.Contractor to remove all the debris created during the work out of campus at his own cost.

PLC & RTU, what are the differences ?



1️⃣ Nature of use: 


PLC is installed at the same place as the industrial process to control the different production lines, then the PLC and SCADA are connected with a Local Area Network (LAN).

While the RTU is installed in very remote sites to collect data and send it to the SCADA system for monitoring and controlling these sites.



2️⃣ Environmental conditions: 


Due to the proximity of the PLC to the industrial process, it is installed in control rooms that have very suitable temperatures of no more than 25 °C thanks to the presence of air conditioners.

While the "RTU" is installed in remote sites in the desert and elsewhere where temperatures are very high or it may be installed in places where the temperature reaches below zero (some types of RTU work at temperatures ranging from -40 to 70 °C). 



3️⃣ Communication capability: 


PLC does not require a large ability to communicate with satellites and other communication methods because it is existing in the same network as the SCADA system.

While the RTU can communicate with satellites and 4G networks to transfer information from remote sites to the SCADA system.



4️⃣ Support industrial protocols:


By the nature of the work of the "RTU", it supports many industrial protocols such as (Modbus, DNP3, and IEC-104).

While the "PLC" may support only one protocol and if it requires the support of more than one protocol, additional communication cards must be purchased. 

RTU also supports protocol conversion, while PLC needs modifications in its components to achieve this feature.



5️⃣ Number of inputs and outputs (I/O Density):


A very large number of Input/Output Modules can be installed in the RTU.

While a limited number of PLC input and output cards can be installed that are much fewer than the RTU. 



6️⃣ Skills in dealing with programming languages:


The "RTU" does not do the "PLC" does to control various industrial processes, as the program used to configure the "RTU" does not support well-known programming languages such as (Ladder Diagram, Function Block Diagram) that are used to program the "PLC".

Therefore the programming of the "RTU" does not need the skills of knowing and using programming languages by engineers that are used to program the "PLC".



7️⃣ Cost: With large RTU capabilities, the average cost of RTU is lower than PLC.

You cannot perform the move because the unit of measure has a different category as the product unit of measure.

Modification of Fire Fighting Scada Addition of 02 Zones in Fuji make fire fighting panel along with modification in SCADA. Following needs to be done. 1. 02 nos of fire zone will be added LPG PUMP & COMPRESSOR HOUSE & MSV. 2. Each fire zone will consist of 01 no of deluge valve assembly, 02 nos of Break glass unit, 01 no of ESD, 01 No of MCP. 3. Deluge valve assemble mentioned in sr no will consist of 02 nos of solenoid valves and 02 nos of pressure switch. 4. Also we have to integrate existing ESD( 3nos) and existing MCP( 4 nos) in Fire fighting panel, so the total ESD will be 5 and total MCP will be 6. 5. All these 09 fire zones shall have to be integrated with digital fire clock. 6. 5 ESD and 6 MCP shall be connected with repeater panel at security gate. 7. Modification in existing SCADA system with new layout and addition of new Fire Zone.
